Why such rule? It is a matter of safety, really. A tractor company that has been in business for decades generally has a solid track record for making tractors that work under stress and are not prone to mechanical breakdown. A custom made garden tractor does not have an established consumer history. There are far many unproven areas with a homemade device.

When entering in a garden tractor pulling event, it is just too much for the organizers of the event to have to worry about the tractor literally falling apart when the competition starts. If a homemade garden tractor is constructed with dozens of parts picked and pieced from here and there, no one can truly certify the particular safety of the model for the garden tractor pulling event. So, this gray area is something that the organizers an judges would prefer to avoid. From their perspective, it is best to play it safe and it is hard to disagree with them.
